Ch. 1 Epilogue: "Good" Governance

Three nights after the events of Chapter 1…
The 20th floor of the Citigroup Office building was the tallest building in downtown. As you walk into the conference room you look down at the glimmering lights of the city below. Dayton may have been a small city, and like so many other cities in the Midwest, it had long since passed it’s hey day, but it would still be hard not to feel some sense of accomplishment at having outwitted and eluded a terrifying enemy.
Everyone that wanted to be here would be here...except Justin. He was still in torpor.
Chelsea walks into the conference room, wearing her typical grey pant suit. She had adjusted well and was eager to serve her new master.
“In light of the wiretaps. President Logan has sent you the following message via courier.”
Good evening, I am greatly saddened to hear of Prince Damian’s fate and the hapless state of Dayton. If you can not secure the Domain, you have leave to depart and return to Cincinnati. If you decide to remain however, then I grant this coterie title to the city. You may govern yourselves in any way you see fit. However I ask that you come to me for permission to destroy or permission to create progeny. Also, in keeping with the Carthian tradition, I encourage you to hold an election and elect a Mayor to hold office and govern the domain. Best of luck in your endeavors. President Logan:

Amelita drinks vitae from Justin's torpid carcass, forging a sympathetic link through the peculiar abilities of her bloodline. She's spent a lot of time in front of the altar, covered in blood, trying to peer into the reality shifting over the mundane world, honing her sorcery around it.
She's still pretty pissed at Chelsea, and the ghoul spends a lot of time locked in rooms, made ravenous by that one ritual. Amelita has made blood-eyes all over her house to look in on the ghoul, giving the impression of omniscience.
The evening before, Amelita performs a ritual, peering into the murk of a gleaming obsidian shard, slick with vitae.

The Prophecy:
Amelita has a vision of a giant chameleon lying down in the sun sleeping. Beneath the giant Chameleon are miniature versions of Amelita's coterie. The chameleon's skin is colored in red and yellow, the official colors of Cincinatti's Carthian faction.
Slowly the skin of the chameleon begins to change. The red and the yellow fade away only to be gradually replaced by purple and gold. Amelita recognizes these colors as that of the Invictus faction.
After the change is complete, the chameleon opens its eyes. It rolls out its long tongue and sweeps the coterie up into its mouth devouring everyone.

Cincinatti was already fading from memory, replaced with fresher, more relevent memories and plans here. But if Logan couldn't do more than send six fresh corpses here in thef irst place and sent no Sheriff or Deputy at learning of the potential Breach, there was little chance his interest would grow to try and reign them in. "Still can't believe not even a Deputy showed interest, no surviving Primogen.." Rachel shook her head. "We're probably the only thing this town can support."

Rachel pulls out her laptop case and opens the dainty yet powerful computer on the table, queing up 'Google Earth' for a map of Dayton and the surrounding area.
Jack Robinson (3/18/2011 12:56:50 PM): Sharky grunted, "Yeah, yeah. Point is, she's a parasite on us." He fiddled with the bandana, but his rebuke had fallen quiet when Rose patted his arm.
Seryna (3/18/2011 12:57:41 PM): "She's certainly a mouth to feed; and we have four who didn't pick up a pistol to hunt down the masters." The Ventrue scans for nearby small towns and marks populations with at least a few hundred residents. The town was small, small enough to have encouraged Rose and herself to subsist on well tended herds. Yet an occasional hop to nieghboring burbs for a nip wasn't far off the radar. "Wouldn't be bad if we could increase tourisim..." She murmured.

What was to be done about Justin Jonnik?
Does he need to be punished in some way, or would they show mercy?
Did Justin deserve the right to defend himself in some form of a trial, or would they punish him while he was completely helpless and in torpor?
